The Situation
According to the Africa Infrastructure Diagnostic Index Report (2016), Botswana has maintained its rank among the top 10 countries on the infrastructure index since 2013, with strong performances in transport, power and ICT. However there was a significant room for improvement and the need to build on successes as the country still faced a number of important infrastructure challenges that it needed to overcome.
The Solution
The Ministry of Finance and Economic Development of Botswana requested the delivery of a five (5) day Public Private Partnership (PPP) Capacity Building Workshop with training materials for 70 economic planning officers across different Government Ministries. The aim of the capacity-building workshop was to introduce the participants to the elements of the PPP life cycle, and to improve the understanding of the PPP environment. Africa PPP Advisory, as part of the Deloitte Led Consortium, were hired to develop and deliver this workshop.
Our Assistance
We acted as the Lead PPP Facilitator for this project; the assignment was delivered in three (3) phases of: Inception & Design, Preparation & Delivery, and Review & Close-out.
Africa PPP Advisory prepared training materials, including notes, handouts, presentations and case studies relevant to Botswana. We also provided practical exercises to the participants for better understanding of the relationship of PPP concepts to the project planning, procurement and implementation process. In the post-workshop phase, we provided a final feedback report including the assessment of the participant’s evaluations and advice provided for further improvements.
