The Situation

The Federal Government of Nigeria is committed to supporting the use of PPPs in order to address Nigeria’s significant infrastructure deficit. In order to do this, the Federal Ministry of Budget & National Planning co-ordinated and established the National Integrated Infrastructure Master Plan (NIIMP), approved in 2014. The Infrastructure Delivery Coordinating Unit, tasked with overseeing its implementation, was committed to institutionalising platforms for structured PPDs. These provide opportunities for senior policy makers, investors, delivery partners and infrastructure MDA’s to interact to gain a mutual understanding critical to the delivery of successful PPP projects.


The Solution

In association with CT Worx Ltd, Dikko & Mahmoud and Boja Ajibola & Co, Africa PPP Advisory was tasked with providing technical support to the Federal Ministry of Budget & National Planning. The technical support was to help the Ministry to develop a robust framework for institutionalising Public Private Dialogues (PPDs) on infrastructure financing and delivery, and organising a PPD to publish a roadmap for the delivery of PPP Projects in line with the NIIMP priorities.


Our Assistance

We led the development of a framework for institutionalising PPD’s through developing the PPD concept and mechanisms for institutionalising PPD’s, we also provided programme management support and supported the government to better consult with the Private sector. We were successful in coordinating and organising a PPD that led to developing and publishing a roadmap for the delivery of bankable PPP projects. We also supported the ministry through establishing an infrastructure PPP community of practice, providing a pool of expertise and resources to support MDA’s in delivery of PPPs, and we also worked with the Ministry to organise an annual infrastructure PPP summit.
