The Situation

LEARNigeria was an innovative citizen-led household assessment of learning, standing for ‘Let’s Access, Engage and Report Nigeria’, designed to generate empirical data on the foundational literacy and numeracy skills that Nigerian children possess. This initiative ensured that the interventions that make a difference in children’s learning can be made early and can be targeted more specifically.


The Solution

The Education Partnership Centre, which is a member of the global citizen-led assessment movement called the Peoples Action for Learning (PAL) Network, were responsible for the strategic planning, oversight and management of the LEARNigeria Program. Africa PPP Advisory was required to advise on the strategy, partnership and organisational development of the program.


Our Assistance

We assisted in the creation of a video through participating in an interview on information on the project’s background, mission, objectives and other relevant information. We also worked closely with teams in India, Pakistan, Uganda, Kenya, Tanzania, Senegal and Mali in establishing test tools and protocols. In Nigeria, we formed partnerships with government agencies, civil society partners and private sector organisations that were committed to the transformation of education in Nigeria. We also coordinated technical and funding support for LEARNigeria from the World Bank, DFID and the Hewlett Foundation.
